At 10, J. G., diagnosed as educable mentally retarded, was found
rubbing himself against a girl, 8, in his mother's care at his home in
Mercer County. Both children were wearing only underwear.

The
boy, whose primary language was Spanish, had some trouble with
investigators' questions; his lawyers say he equated the term sex with
kissing, although prosecutors say that he understood what investigators
were asking.

In juvenile court, J. G. pleaded guilty to second-degree sexual assault. boy's lawyers, Craig J. Hubert and James M. Graziano, contend that a
10-year-old should not be subject to the sex-offender law at all -- an
